NTSA Moves Reflective Number Plates and Inspections to eCitizen: What Kenyan Motorists Need to Know

NTSA has made life easier for motorists in Kenya. Two key services—reflective number plate applications and motor vehicle inspections—are now fully digital through the eCitizen platform.

For car owners fed up with long queues, paperwork and uncertainty at NTSA offices, these changes are a big step towards efficiency, transparency and accountability. Here’s what’s changed, why it matters and how to navigate the new system.

Reflective Number Plates: A Faster, Paperless Process

Old vs New

In the past applying for reflective plates involved:

  • Long paperwork submissions.
  • Visits to NTSA offices for document verification.
  • Unclear timelines, often taking over a month.

Now NTSA has streamlined the process into three online steps on eCitizen.

How it Works

  1. Log in to the eCitizen portal and select “NTSA Services.”
  2. Upload a coloured copy of your logbook and clear photos of your current number plates.
  3. Pay and submit the application.

NTSA will verify and process within seven working days.

What’s new:

  • SMS notifications will keep you updated at every stage.
  • You can track progress online—no more guessing “when will my plates be ready?”
  • No paperwork, making the system tamper proof.

Motor Vehicle Inspections: Digital and Quicker

  • Booking & Payment Online: Inspections must now be booked and paid for through eCitizen.
  • Standard Fee: System generated invoice sets the inspection fee at KSh 1,050 for private vehicles.
  • Paperless Workflow: NTSA has eliminated the Vehicle Inspection Check form. Inspectors will now use digital tablets to upload photos and record inspection results directly into the system.

Inspections used to take over an hour. With the new system NTSA has reduced internal steps from 25 to 9 and inspections now take under 20 minutes in most cases.

At the Nairobi NTSA inspection centre, motorists are moving through the new digital process in under 30 minutes compared to full mornings spent at the yard under the old system.

New Safety Standards

NTSA has also beefed up the safety compliance checks during inspection. These now include:

  • Passenger Vehicle Body Construction Standard (KS372:2019): Matatus, buses and other passenger vehicles must meet specific safety and durability standards.
  • Maximum Road Speed Limiter Standard (KS2295:2018): Public service and commercial vehicles must have tamper proof speed limiters installed.

Results are uploaded instantly to the NTSA Mobile App so police and enforcement agencies can verify compliance on the spot.

What If Your Car Fails Inspection?

Motorists whose vehicles fail inspection are not left stranded. NTSA now allows:

  • 13 days to repair defects.
  • Free re-inspection within that period.

But driving without a valid inspection certificate remains an offence.
